ADU rules in Tucson
These are the primary sources for accessory dwelling unit regulations in Tucson: the city's own zoning code, planning department pages, and permit guides. Start here before talking to anyone: the rules below are what your permit reviewer will apply.
Rules at a glance
Detached casitas allowed on any parcel in a zone that allows residential uses; up to two per parcel with one single-family dwelling. Detached ADUs may not be placed between the principal building and the front street lot line (rear or side yards only).
UDC 6.6.3.B and 6.6.3.CCasitas 'can be attached or detached from the primary residence, or they can be garage conversions' (city worksheet). UDC 6.6.2.F allows accessory buildings attached to the principal building; A.R.S. 9-461.18.A.1 requires at least one attached and one detached ADU as a permitted use.

UDC 6.6.3.B.5UDC 6.6.3 contains no owner occupancy requirement, and city casita materials impose none. State law also bars requiring a familial, marital, employment, or other preexisting relationship between the owner or occupant of the home and the ADU occupant.

UDC 6.6.3.B.3ADUs are a permitted accessory use wherever residential uses are allowed; approval is a standard residential building permit through TDC Online (about 30 days, or a 15-day fast lane using a pre-approved Casita Model Plan). A Design Development Option application is needed only for relief from standards such as setbacks. A.R.S. 9-461.18.A.1 and I.5 require ADU approval without a public hearing, variance, or conditional use permit.

- Unit count is unusually generous but structured: two ADUs per parcel with one single-family dwelling, one ADU on a duplex parcel, and a third ADU on parcels over one acre if at least one unit is deed-restricted affordable (80% AMI) (UDC 6.6.3.B, B.2).
- Casitas are allowed only in zones that allow residential uses; not permitted in industrial zones or on multifamily or commercial sites (city worksheet; UDC 4.8 use tables).
- Detached ADUs cannot be placed in the buildable area between the principal building and the front street lot line: rear or side yard placement only (UDC 6.6.3.C).
- Minimum side and rear setbacks are 5 feet; otherwise the dimensional standards of the principal land use apply, including zone lot coverage caps of roughly 70-80% (UDC 6.6.3.B.6, B.7).
- Newly built ADUs must use a cool roof (albedo >60 SRI or equivalent per the ICC Green Construction Code); conversions of existing structures are exempt from some new-construction requirements (UDC 6.6.3.B.4; city worksheet).
- In Historic Preservation Zones, Historic Landmark zones, and Neighborhood Preservation Zones, the overlay's design standards and review still apply when not more restrictive than single-family rules (UDC 6.6.3.B.8).
- ADUs are exempt from maximum residential density standards and do not trigger commercial site plan or commercial development standards on an occupied single-family lot (UDC 6.6.3.B.1, B.10).
