ADU rules in Edmond

These are the primary sources for accessory dwelling unit regulations in Edmond: the city's own zoning code, planning department pages, and permit guides. Start here before talking to anyone: the rules below are what your permit reviewer will apply.

Rules at a glance

Detached (backyard) ADU
Not allowed

Edmond's zoning ordinance (Title 22) has no accessory dwelling unit use: quoted Municode searches for 'accessory dwelling', 'accessory dwellings', 'accessory apartment', 'secondary dwelling', 'carriage house' and 'accessory living' return zero sections. The single-family districts (G-A, R-1, R-2-A, A and L-2) list only a 'Single-family detached dwelling' as a residential use, and Sec. 22.4.2 prohibits any use not expressly listed. The older 'garage apartment' (defined in Sec. 22.9.2 as 'a dwelling unit for one family erected connected to a private garage') survives only in the D-1-NRC nonresidential-conversion commercial district, where a 'single-family detached dwelling with or without garage apartment' is permitted by right; a backyard cottage on an ordinary house lot needs a rezoning.

Edmond Municipal Code §§ 22.4.2, 22.4.6, 22.4.25(B), 22.9.2 (Municode, Supp. 40, through Ord. 4097 of 8-10-2026)
Attached or internal ADU
Conditional

There is no attached or internal ADU use either, but a second unit inside or attached to a house is lawful as a two-family dwelling where the district allows one. Sec. 22.9.2 defines a two-family dwelling as one 'designed to be occupied by two families living independently', and it is permitted by right in the B, Two-Family Dwelling district (Sec. 22.4.7) and, as part of 'Household Living', in the C-1, C-2 and C-3 multiple-family districts. Converting a house in an A or estate district requires rezoning to B or C first, a legislative hearing rather than a permit.

Edmond Municipal Code §§ 22.4.7(B), 22.4.8 to 22.4.10, 22.4.35(B)(1), 22.9.2
Maximum size
Not applicable: no ADU size standard exists. A two-family dwelling has no unit-size cap, only the B district's 7,000 sq ft, 50 ft wide lot minimum and 35 ft height. Non-dwelling accessory structures on lots under 10,000 sq ft are capped at 20% of the house or 600 sq ft, whichever is larger

Title 22 sets no size for an accessory dwelling because none exists, and no floor-area cap for either unit of a two-family dwelling. The Sec. 22.5.1 table requires a 7,000 sq ft lot 50 ft wide in B (the same table's 'Min. Lot Area' row prints 3,500, read here as per unit), with 25 ft street yards, 20 ft rear yards, 5 ft side yards (8 ft for two stories) and a 35 ft height limit. For scale, Sec. 22.4.37(B)(4) caps all residential accessory structures on an urban lot (under 10,000 sq ft) at '20% of the square footage of the residence or up to 600 square feet, whichever is larger'; the chart prints no row for larger lots.

Edmond Municipal Code §§ 22.5.1(A), 22.4.37(B)(4)
Owner occupancy
Not required

No ADU exists for an owner-occupancy rule to attach to, and the one lawful way to add a unit, a two-family dwelling in B or the C districts, is listed as permitted by right with no residency condition. Quoted Municode searches for 'owner occupied' and 'owner-occupied' find only the building code's IRC scope section (16.06.110), not a zoning condition. Oklahoma has no state ADU owner-occupancy rule either way.

Edmond Municipal Code §§ 22.4.7(B), 22.4.2(A)
Extra parking
Not applicable to an ADU (none exists). A two-family dwelling needs 2 off-street spaces per dwelling unit, 4 in total

The Sec. 22.6.1(C)(3) table, which applies 'in all districts', requires '2 per dwelling unit' for 'Single and two family dwelling', so turning a house into a two-family dwelling raises the lot's requirement from 2 to 4 spaces. Single-family and two-family lots are exempt from the bicycle parking requirement in the same subsection.

Edmond Municipal Code § 22.6.1(C)(3)
Approval process
Permitted use

Where a second unit is possible at all, it is by right: a two-family dwelling carries a check in the 'P' column of the B, C-1, C-2 and C-3 use tables, which Sec. 22.4.2(A) defines as 'allowed by right', so a building permit under the 2018 IRC adopted in Sec. 16.06.010 is the only approval. No district lists a two-family dwelling or garage apartment as an 'S' use needing a City Council specific use permit under Sec. 22.3.3. In the A, R-1, R-2-A, G-A and L-2 districts there is no permit path short of a rezoning.

Edmond Municipal Code §§ 22.4.2(A) and (B), 22.4.7(B), 16.06.010
Rental restrictions
No ADU exists to rent. A lawful two-family unit may be rented long term with no city rental license or registry; Edmond has no short-term rental ordinance, but stays under 30 days fall outside 'Household Living' and owe the 6% city lodging tax, which expressly covers short-term rentals

Quoted Municode searches for 'short-term rental' return only the lodging tax and zoning definitions, and 'rental registration' returns zero hits, so the City Code has neither a short-term rental licensing regime nor a long-term rental registry. Zoning defines 'Household Living' as occupancy 'on a month-to-month or longer basis' and 'Overnight Accommodation' as units 'arranged for short term stays of less than 30 days', whose uses (bed and breakfast, hotel, motel, extended stay) are not listed in the A or B use tables; how the city applies that to a whole-home nightly rental is not settled in the text. Sec. 3.12.020 defines 'lodging' to include 'vacation rental homes, short-term rentals', taxed at 6% by Sec. 3.12.030.

Edmond Municipal Code §§ 22.4.35(B)(1) and (D)(4), 3.12.020, 3.12.030
The fine print: 6 caveats that can change the picture
  • Edmond has no accessory dwelling unit category. Every 'no' and 'not applicable' here rests on the absence of any ADU use in Title 22 plus Sec. 22.4.2, which prohibits any use not expressly listed in a district's use table; a 2025 news report that Edmond had 'already adopted' ADU rules like Oklahoma City's is not borne out by the codified text or the pending-ordinance bank.
  • Zone dependence is the whole story for a second unit. Two-family dwellings are permitted by right only in B (7,000 sq ft lot) and within 'Household Living' in C-1, C-2 and C-3; G-A, R-1, R-2-A, A and L-2 allow one single-family detached dwelling only. Check the parcel's district with the city's Zoning Address Finder first.
  • A 'garage apartment' (a dwelling unit connected to a private garage) is still a defined term and is permitted with a single-family house only in the D-1-NRC Restricted Commercial, Nonresidential Conversions district, a commercial district for converted homes, not in any residential district.
  • Appendix A renamed the pre-2007 'Guest house without cooking facility' use to 'Guest house', but no current district use table lists a guest house, and a unit without its own kitchen would not be an ADU in any case.
  • Properties still in districts repealed in 2007 (R-2, R-3 and others in Appendix C) follow the 1972 ordinance's use lists, which allow only a detached one-family dwelling and accessory buildings in the residential ones.
  • Planned Unit Developments (Sec. 22.4.33) set their own dwelling counts and uses; a PUD's approved design statement can differ from the base district.

Summarized from Edmond's ordinance text, read October 2026; every row links the code section it came from. Rules often vary by zone and lot, so treat this as orientation, not a permit determination, and confirm with the planning department before you commit to a design.
