ADU rules in Enid
These are the primary sources for accessory dwelling unit regulations in Enid: the city's own zoning code, planning department pages, and permit guides. Start here before talking to anyone: the rules below are what your permit reviewer will apply.
Rules at a glance
Enid first allowed accessory dwelling units through Ord. 2026-05 (passed 3-3-2026), which defines an ADU as a detached unit and adds it district by district. It is a by-right permitted use in the A Agricultural, R-1 Estate, R-4A Four-Family, R-5 Townhouse and R-7 Multi-Family districts, but only a use by review in R-2 Single-Family (the most common residential district), R-3 Mobile/Manufactured Home Neighborhood and R-4 Duplex, where the Metropolitan Area Planning Commission must approve it after a posted public hearing. One ADU per lot, located in the rear yard, built to the IRC on a real foundation, compatible with the primary structure.
Enid Code §§ 11-1-7 (ADU definition), 11-5-2(A)(1), 11-6A-2(A), 11-6B-3(A), 11-6C-4(A), 11-6D-3(A), 11-6E-2(B), 11-6F-2(B), 11-6H-2(B), 11-14-10 (Ord. 2026-05, passed 3-3-2026)No attached ADU use exists: § 11-1-7 defines an ADU only as a unit 'located on the same lot, as a detached accessory structure from the principal structure', so a basement, internal or attached-addition unit is not an ADU in Enid. The lawful route to a second attached unit is a two-family dwelling (duplex), permitted by right in R-4 and carried into R-4A, R-5 and R-7; in R-1 and R-2 a second attached unit would need a rezoning. Ord. 2026-05 also struck the old R-4 permitted use of 'living quarters above garages' and the 'Apartment Garage' definition.
Enid Code § 11-1-7 (ADU and two-family dwelling definitions); § 11-6D-2(D); §§ 11-6E-2(A), 11-6F-2(A), 11-6H-2(A)Section 11-14-10 sets no fixed square-foot cap: the ADU 'shall not exceed the primary structure's total building footprint square footage', 'shall not exceed thirty percent (30%) of the rear yard area', must sit in the rear yard, and its height 'shall not exceed that of the primary structure'. Only one ADU per lot. Whether the separate accessory-building totals in § 11-16-3 (900 sq ft on lots under a quarter acre, 1,600 sq ft on lots of a quarter acre to one acre, 25 ft height, 5 ft side and rear setbacks) also bind an ADU is not stated; that chapter predates the ADU ordinance and still says an accessory building 'may not be used as a residence'.
Enid Code § 11-14-10(E), (F), (G), (H), (I); compare § 11-16-3(G), (J), (L), (N), (O)Neither the ADU definition nor § 11-14-10 requires the owner to live on the property, at application or afterward. The ownership rule is a no-separate-sale rule instead: the ADU and its land may not be subdivided or separated in ownership from the primary structure. Oklahoma has no state ADU statute either way.
Enid Code § 11-14-10(A); § 11-1-7Section 11-14-10(J) requires 'at least one paved parking spot per ADU', in addition to the two spaces the parking schedule requires for a single-family dwelling. A parking space under § 11-1-7 is a permanently surfaced space with a surfaced driveway connecting to a street or alley.
Enid Code § 11-14-10(J); § 11-12-3 (single-family: 2 spaces); § 11-1-7 (parking space)In A, R-1, R-4A, R-5 and R-7 an ADU is a permitted use needing only a building permit and staff review against § 11-14-10. In R-2, R-3 and R-4 it is a use by review: an application to Community Development at least ten days (the city form says two weeks) before a Metropolitan Area Planning Commission public hearing with a posted notice, decided on effect on neighbors, utilities, drainage, parking and traffic, with appeal to the Mayor and Board of Commissioners.
Enid Code § 11-14-1(B), (C), (D), (E), (F); §§ 11-6B-3(A), 11-6C-4(A), 11-6D-3(A); § 11-16-3(A)Section 11-14-10 does not restrict renting the ADU long term and imposes no owner-residence test; it only bars selling the ADU or its land separately from the primary structure. A search of the whole Enid code found no short-term rental, vacation rental or home-sharing licensing chapter, and Title 3 (business licenses) has none. The general family definition (no more than five unrelated persons per dwelling) applies to each unit.
Enid Code § 11-14-10(A); § 11-1-7 (family); Title 3 (no short-term rental chapter)The fine print: 6 caveats that can change the picture
- Zone matters: an ADU is by right in A, R-1, R-4A, R-5 and R-7 but needs a Metropolitan Area Planning Commission use-by-review hearing in R-2, R-3 and R-4, which cover most single-family neighborhoods.
- Detached only: Enid's ADU definition excludes attached, basement and internal units; a second attached unit is possible only as a two-family dwelling in R-4 or the higher-density districts.
- The ADU and its land may never be sold or subdivided apart from the primary structure (§ 11-14-10(A)).
- Section 11-14-10(K), adopted 3-3-2026, requires the ADU to be 'compatible with the primary structure, like color materials, pattern, roofing'; 11 O.S. 43-109.3 bars new single-family residential design-element rules on exterior materials and roof style outside listed exceptions, and whether it reaches an accessory unit is untested.
- Chapter 16's accessory-building rules (900 or 1,600 sq ft totals by lot size, 25 ft height, and § 11-16-3(G) 'an accessory building may not be used as a residence') were not amended with the ADU ordinance; confirm with Community Development whether those totals also apply to an ADU.
- The ADU must meet the residential building code as a dwelling (permanent foundation, permanent heat to 68 degrees, a full bathroom); a typical shed or prefab accessory building will not qualify.
Summarized from Enid's ordinance text, read October 2026; every row links the code section it came from. Rules often vary by zone and lot, so treat this as orientation, not a permit determination, and confirm with the planning department before you commit to a design.
