ADU rules in Lawton
These are the primary sources for accessory dwelling unit regulations in Lawton: the city's own zoning code, planning department pages, and permit guides. Start here before talking to anyone: the rules below are what your permit reviewer will apply.
Rules at a glance
Lawton's code has no 'accessory dwelling unit' use. The second-unit route is the garage apartment, defined as 'a dwelling unit for one (1) family erected above a private garage', which is a use by right in the R-2 Two-Family district (and in R-3 and R-4, which inherit R-2 uses) on a lot of at least 7,000 sq ft. The R-1 Single-Family and A-2 Suburban districts, which cover most single-family neighborhoods, list only a detached one-family dwelling plus non-residential accessory buildings, so a backyard unit there needs a rezoning. In the RE Residential Estate district a guesthouse (no rental) may be approved on review on lots of two acres or more.
Lawton City Code §18-5-4-531(A)(2) (R-2 uses permitted); §18-1-1-106(A)(36) (garage apartment definition); §18-5-3-519 (R-1 uses); §18-11-1-1104(A)(1) (RE guesthouse)No attached ADU use exists: an R-1 house may contain only one family's dwelling unit, and 'accessory buildings which are a part of the main building' in R-1 are non-dwelling uses such as an attached garage. The route is the two-family dwelling ('a detached dwelling designed to be occupied by two (2) families living independently of each other'), permitted by right in R-2, R-3 and R-4 on a lot of at least 7,000 sq ft, so a house in those districts can be converted or expanded into a duplex. A garage apartment above an attached garage is a further R-2 route the code does not separately address.
Lawton City Code §18-5-4-531(A)(2); §18-1-1-106(A) (two-family dwelling definition); §18-5-4-537(C); §18-5-3-519Neither the garage apartment nor the two-family dwelling carries a floor-area cap; size is governed by the R-2 lot area minimum of 7,000 sq ft (a single-family dwelling plus garage apartment 'shall have the same area requirements as a two-family dwelling'), 45% maximum coverage by main and accessory buildings, and the 35 ft or 2.5 story height limit. Where the garage apartment structure is treated as a detached accessory building, the citywide cap on all detached accessory buildings applies: 30% of the rear yard on lots under half an acre, the greater of 1,250 sq ft or 2.5% of the lot on half-acre to 1.5-acre lots. In R-3 and R-4 a garage apartment behind a two-family or multifamily dwelling needs 2,000 sq ft of lot area beyond that dwelling's requirement. An RE guesthouse may not exceed 40% of the floor area of the ground floor of the main dwelling.
Lawton City Code §18-5-4-537(C); §18-5-4-538; §18-5-4-539; §18-4-1-404.1(A)(8)(a)(2); §18-5-5-553(C); §18-11-1-1104(A)(1)No section of Chapter 18 requires the owner to live in either unit of an R-2 single-family dwelling and garage apartment or a two-family dwelling, and Oklahoma has no state ADU statute either way. The only owner-residence rules found attach to bed and breakfast establishments (the zoning definition and the R-3 use-on-review conditions), not to garage apartments. The RE guesthouse may not be rented or leased, which in practice limits it to the household's own guests or family, but the text does not state an owner-occupancy test.
Lawton City Code §18-5-4-531; §18-5-4-537; §18-11-1-1104(A)(1); §18-5-5-548(A)(6)(h)The residential parking table in §18-8-1-805 lists single-family dwellings at 2 spaces and two-family dwellings (duplex) at 2 per unit but has no garage apartment row, so the requirement for a house plus garage apartment is not stated; staff may apply the two-family figure because the code treats that pairing like a duplex for lot area. No off-street parking is required in the downtown area, and requirements are reduced by 40% in the Fairmont area, both as defined in §18-1-1-106.
Lawton City Code §18-8-1-805(A) (as amended through Ord. 24-074 of 11-5-2024)In R-2, R-3 and R-4 a garage apartment or two-family dwelling is listed under 'uses permitted', so it needs only a building permit and zoning review through the Planning Department. In the RE district a guesthouse is a 'use permitted on review', which §18-1-1-113 equates with a specific use permit under 11 O.S. §43-113: an application to the City Planning Commission with a 300-foot owner notice list and a public hearing, then council action. In R-1 and A-2 there is no route short of rezoning to R-2.
Lawton City Code §18-5-4-531; §18-11-1-1104; §18-1-1-113(A)Nothing in Chapter 18 restricts leasing a garage apartment or either half of a two-family dwelling, and the city's rental-company registration (Art. 7-37, Ord. 2026-30 of 2026) is voluntary. In the RE district, accessory buildings 'may not be rented or leased, nor used as a permanent dwelling' and a guesthouse 'may not be rented or leased'. Every short-term rental needs an annual license under Article 7-27 (one party of guests, 10-hour minimum stay, no events in residential districts, a local contact within one hour) plus monthly hotel/motel tax remittance. The zoning code, however, defines 'short-term rental' together with an owner-occupied bed and breakfast of up to four guest rooms, allows that use only on review in R-3 and R-4, and says detached accessory buildings and garage apartments 'may not be converted into guest rooms', so a whole garage apartment offered as a short-term rental is not clearly authorized; confirm with the Planning Department before listing one.
Lawton City Code §§7-27-1-2701, 7-27-1-2704; §18-1-1-106(A)(9); §18-5-5-548(A)(6)(a); §§18-11-1-1103(A)(5), 18-11-1-1104(A)(1)The fine print: 6 caveats that can change the picture
- Lawton has no ADU ordinance: the values describe the garage apartment and two-family routes, which exist only in R-2, R-3 and R-4. Check the parcel on the city's zoning map; most single-family lots are R-1, where a second unit requires rezoning to R-2 through the City Planning Commission and City Council.
- A garage apartment must be built above a private garage (§18-1-1-106(A)(36)); a ground-level backyard cottage is not a listed use in any district except as an RE guesthouse on two acres or more.
- In R-2 only one-story accessory buildings get the reduced rear-yard setback, so a two-story garage apartment there likely must meet the main-building rear yard of 20 ft or 20% of lot depth; R-3 and R-4 expressly let garage apartments sit within 5 ft of the rear lot line (§18-5-5-551).
- Short-term rental: Chapter 7 licenses short-term rentals in residentially zoned districts without an owner-occupancy test, while the Chapter 18 definition pairs 'short-term rental' with an owner-occupied bed and breakfast and bars converting garage apartments into guest rooms; the city's practice is unverified.
- Private plat restrictions and covenants still apply; the city warns that a permit for an accessory structure beyond a platted building line does not relieve the owner of them (§18-4-1-404.1(A)(8)(a)(2)(a)(ii)). Historic Preservation and Downtown Lawton overlay districts add design review.
- Lawton's building code chapter still recites amendments to the 2018 International Residential Code (§6-1-1-105), while the state floor became the 2024 IRC on 9-14-2026; confirm the edition at permit time.
Summarized from Lawton's ordinance text, read October 2026; every row links the code section it came from. Rules often vary by zone and lot, so treat this as orientation, not a permit determination, and confirm with the planning department before you commit to a design.
